Deleted rows stay absent during local reads

A local read could restore a row from browser storage after it had been removed optimistically but before the server’s delete reached that storage. A delayed network response could do the same. Reads now keep the row absent while its delete is pending and discard responses that began before the delete. If the server rejects the delete, the row returns through rollback.
